@Cudi One reason could be perhaps for it to be based same location as a potential costumer. This happens often when the costumer wants to interact too. Eventhough it’s recommended that costumers shall do interaction outside automation hours to avoid flags, another good idea is to have IPs from same geo location to stay under algo radar.  
Switching IP between continents can send you out in a pv or ev situation.
