It’s been announced for some time now. It’s due to the new anti bullying campaign I believe.

For the Average Instagram user it is good, It makes the platform feel safer and helps stop bullying by making the bully feel guilty about leaving that message.

I agree. to play devils advocate tho, they are actually a private company and can do whatever they want.
