No, but it counts them in follows per 30 day, even if not executed.
Clearing cookies too many times to clear the block and resume following leads to follows being ghosted.

Also, my like not sticking resulted in a 24 hour like block on the actual app. Yet 4 other accounts can still like. I don’t think likes are a battle worth fighting for me, personally. I was just using it for engagement
