I am using bitly, having no issues with it for now 
how many accounts are you running ? and how many same link per how many acc ratio ?
bitly as well, every account has a unique link, very few have the same link.

Buy one main domain,get some throwaway domains and redirect them to the main domain.
Now use any link shortener and use it for these throwaway domains,simply a three step redirect method.
But I still doubt this process if their crawler bots will most probably detect it…
