Confusion on email marketing and leads

Hi, got some confusion on about email marketing.

Suppose 100 people opts in to my mail list in prelander page and then gets redirected to main sales page. Then 30 people purchases from the sales page while 70 did not .

How would I exactly know which of those 70 people did not buy and I send emails “specifically” to those 70 people?

Cannot find any solution anywhere on this.

Literally every emailing platform has tagging and segmenting. Basically you can put a cookie in thank you page (that only the people who bought will see) and tag them as customers ) , there are many ways how people segment their lists , keep diggin.
