I did not open 1 new Facebook account in 6 months. I used my mobile phone in safari. This account is warmed up and working fine. I was thinking if I can open 1 new Facebook account in same method because Facebook is more strict than last year.

I want to know if it is safe to create 1 new Facebook account in my phone using same IP address after 6 months after creating a new one. I always clear cookies.
yes it’s perfectly safe to do that, just make sure that you don’t create over 5 accounts from the same IP in a short time.
