Has Twitter been instructed not to reinstate my account?

I cannot fathom why Twitter refuses to assist with reinstating my account, despite the fact i have presented the correct information to them. I advised them that i was unable to access my email account despite contact the provider on numerous occasions. When my Twitter account was compromised several times before , i was asked to confirm my email address and was allowed back into my account. The last time it was hacked, Twitter said it was hacked by someone unrelating to Twitter, but refuse to say whether it was the Police ( as a Youtuber i had subscribed too was unjustifably manhandled by the Tennesse Police and i offer support online) . Despite all this a year down the line Twitter has refused to assist me. Could they have been instructed to by the body that hacked my account?
