Help for 4g dongle before buy

HI, before buy a 4g dongle i have some question:

  1. I want know if with this device I can put my SIM and connect my pc with wifi to this dongle.

  2. How i can change the IP? There are a command or i need to turn on and turn off ?

U can buy regular 3g dongle (it has lower price)
According to my experience 4g dongle would be better to use in case u r going to setup it with linux OS ( it would be much easy to setup rather than 3g) Sounds strange, but there are some difference
