Just to understand you, do you want to create a group message? If this is what you want to do, you can do it in the Direct Messages tool. From there you can search and select users from the drop-down menu and then click on the CREATE GROUP button. This tool will only work if your account is set to use API.
I’ve wondered since i get those aswell. What’s the purpose of it other than looking enormously annoying and spammy?
