Media partners can do it if there is a good reason. Normally celebrities merge their fanpages to get faster growth, if someone offers you merging for crappy accounts there is a high chance that either its a scam or that person will lose their media partner access quick.

First time to hear that this is possible. Yes, it seems logical that you would have to have good reason in order to be able and allowed to this by Instagram

Same. I have heard we can merge Facebook pages, but it’s my first time hearing we can merge IG pages too.
