I guess they’re engaged, but I’m not sure if they’re doing more harm than good for an account if many followers do that

Yes, they are engaged even when scrapers tell they are not. now you see why it is a death sentence for an account to remove ‘ghost followers’. Some accounts are obvious fakes – remove them by hand.
