Yes, I actually had my personal Instagram account banned this way. It was painful to get it back.

It can bite you later when they ask you to re-verify an account using an old number.

Definitely yes! Increases the probability of blocking your account. Since Instagram and FB are the same organization, they have a lot of generally related algorithms.
For both Instagram and FB, deleting a phone number is risky.
