Just wondering why you want to create email accounts using this method? It will take so much time won’t it? Why not just buying them?
Or do you have a specific reason for wanting to create them yourself? 
Is not your fault when you have error signing new account…

I think Instagram is upgrading something on their system on certain
regions

all my friends are able to create accounts , i don’t think that’s the reason .
I mean on certain regions … not everyone is facing this problems…
