Need Advice - Starting again

Hi Community
after years of pause I will start with Twitter again. So I need your advice. I have 2 option:
A: Running on my home PC on residential IP (for my countries there are no proxies available), having the advantage I can get phone sims. Disadvantage when I am on holiday I cannot access. In this configuration I might also run Insta as I get easily phone numbers cheap.
B: Running on a VPS where I get proxies but must churn and burn as I do not get SIMs. And twitter might not like VPS plus proxies.
