have you opened your IG app and tried to verify the account manually?
if by blocked you mean banned then you should have appealed using IG form and see how it goes but if you mean something else then you need to explain exactly the issue.

It doesn’t work when I log in app it shows could not refresh feed
My internet is fast
It usually shows could not refresh feed at first then it gets you back to the home screen/login page, then when you relogin the account, that’s where you will be prompted to proceed with the selfie/video verification
