Your overall numbers look fine, but there are a few other things.
And yes, I am going to ask that you loosen up some filters.
What is your proxy?
What sources are you using? Hashtags? Follow user who interacted with?
Are you getting blocks or is it just not following at all?
Try unchecking “favor sources”
Uncheck “User bio must not contain”
Choose either “User has a follow ratio” or “User has number of followers in a specific range”
Uncheck “User posted a story”
