I am looking for a tool which notifies instantly when any celebrity has posted an image so that i can self promote quickly… Coz refreshing feed does not work perfectly for me… I was thinking if there is any tool please suggest

I don’t know of such a tool, but what you can do is do a workaround and make this work. Just thinking on the top of my head:
Get any instagram scraper that downloads new images from an account.
Get a cloud account like gdrive or onedrive or any other drive and enable notifications.
Make the path where new images download to one of the drives, this way you get notifed when a new image is downloaded!

You want to be notified on the phone?
I think JV has a repost tool, that will automatically repost new posts from selected accounts. Or maybe it’s GMT that has such tool … don’t remember 
even if you find such a tool you will need to sort out the metadata of the pictures and setup your repost strategy very good otherwise you will have big time problems when reposting

If you want to get a notification on your Phone just activate “Post Notifications” for the person you want on their profile.
If you want that same thing on your PC just activate the Post Notification on your Phone and login into Chrome on your PC. Chrome should ask you if you want to receive notifications from Instagram.
If you allow that and keep it open you will always get the notification on your phone and your PC.
