Questions about creating unaggressive accounts: how many per proxy? how my per SIM?

I am developing many realistic accounts to be used for long term use. They will be putting out no spam at all and instead be used to spearhead a grassroots movement for a product, i.e. astroturfing.

I am changing every GUID, deviceID, and advertising ID per account.

My two questions are:

  1. Is it low risk to create 3 accounts per 1 dedicated proxy IP (even though these are non spam accounts)?

  2. If the first question is not a problem, is it low risk to verify the 3 accounts with the same phone number? The proxy IPs are ALL in the USA, while the phone numbers will be from overseas. Every “triplet” batch of accounts on a new IP would also use a brand new phone number. Would IG every grow suspicious of so many American IP accounts using foreign numbers for verification?

Again, these accounts will not be being used for heavy-duty spamming ever.

Thank you so much for any help.

Ideally, it’s always 1 on 1.

However, you can try with 3 accounts per proxy. Don’t use aggressive settings.
For phone numbers, it should be always 1 account - 1 sim.

This shouldn’t be a problem. At least it wasn’t for me.

I run 5 accounts per sim on instagram.
9 accounts so far per bot on each sim… never got caught so far.
