I don’t know much about the Huawi e3372s dongle, but as a general rule I know that when a dongle’s power supply is off (you unplug it and then plug it again) it will tend to establish a new connection and get a new IP address from the ISP.
But, this is just a hypothesis. Try it to be sure.
