To understand 4g IP Ban

Hello, I have a question and I would like to see if anyone knows how to answer.
I’m using 4G of local cellular networks, so 4G networks are the same I think.

Let’s say my IP1 4G is 192.65.44.16
IP2 4G is 192.65.75.20

Does instagram realize that they are from the same network and considers this as the same ip?

They can see the subnet you use if you do too many actions that are not normal. This is why mass account creation is hard when using a phone

it’s not the same Ip but they will be able to see the device ID and MAC address.

All associated to 1 subnet allocated to the same provider. Not hard to spot.
