its weird because if we really think about it why not consider # with +500k post 500 avg likes as small ones too , if we can easily rank on them compared to another one having just 40k total post but 6k avg likes and have much bigger amount of post /hour , first one is easier to rank than second

This really depends on what you want to achieve with your accounts, hashtags and your post. Maybe you just have some product small profile and homemade product, that is quite unique and there are no many users that use it, but you still want to add hashtag where people can find this product.
