When Do I Need A Scrapper? I’m usually importing my own follow list in the tools section and would love to know if I still need a scraper since I basically have scraped the data already or do I miss something here?

yes, you still need a scrapper, the main account still needs to do API calls even after adding the scraped data manually so you still need a scraper to do those API calls instead of the main to keep it safe.
