%2F is the URL-encoded form of /, so next=%2F means the destination path is a slash—the site’s root path. Instagram can use next as a return-path parameter, for example to send someone back to a page after a login or another redirect. Chrome is simply showing that parameter in the address bar. Seeing it alone is generally normal, not an error; the URL doesn’t tell us which navigation step caused Instagram to add it.
