Can't Create Pinterest Business Account

I want to use one of my accounts to promote a website. According to the Terms of Service, you need a business account if you want to use Pinterest for Monetization.

I want to be on the safe side and use a business account, but whenever I try to register one I get redirected to their Pinterest Business Account.
