Wait so do you create the app from IG or Ads manager?
you said pick the post you want but where do you pick it?

I am still using it and yes, it does work effectively 
I promote the post from just the app itself but you can recreate the same in the Ads Manager.
Its even easier to do it from the Ads Manager.
Campaign Type - Traffic
Audience location - Enter “Worldwide”
You’ll see the possible reach as 2+ billion accounts
Then I’d advice to change edit placements to manual and then enter the places you want the ad to be published

i believe that FB set 5$ as minimum per day long time ago
i did not run any ads for more than 3 months
can someone correct me ?
and btw i dont want to bash you but thats too broad for your ad budget and you wont get any ,well thats what i believe
As mentioned in the post, I normally set the budget like 2$ a day for 3-4 days and then start the campaign.
I get anywhere from 700-800 likes for 1$ spent and couple of follows. I pause and delete the campaign after 1-1.5$ spent.

my bad i mean minimum 5$ for w.e period but you can’t spend less the min is 5$
