As I understand it actions means any type of activity follow, unfollow, like, anything.
Keep it under 200 to be safe
IG knows already accounts that use automation but they can’t do a massive ban as this will affect their platform negatively, ‘‘many influencer use automation’’, what they always tried to do is fight negative automation and limit it!!
I would also like to know how do you “change fingerprint”. The accounts that run under a residential proxy I made by myself in the office of one client, also got all follow blocks even with low settings.
the best practice is the start slow and push until you discover your proper limits as each accs have his limits!
Yes each account has different limit so it’s not very as useful as many think to just copy someone’s setting. Take setting share with a grain of salt, everyone.

I am very hands on and look at the estimates every single day and just make sure its under 200.
no that’s not right the 200 where only for follows. But now things seem to have changed again and at the moment nobody can give you a safe number. The “API Blocks” which occur since 24/6 seem to be pretty random (not related to a specific number of actions) and a lot of people are searching for patterns right now.

You should be done 5-20 follows on the first day and increase extremely slowly (25-50-70-90-100-120-130 and so on so forth).
Im using another soft, not Jarvee and have no idea could you do same thing at you soft
here are some conclusions I came to after several days of testing

use ONLY mobile proxy

use asynchronous mode, only one account should work on one proxy at same time
3)if some account gets spam blocking - change the user agent (network protocol identifier for Mobile Instagram API) and after that you could keep following

Same. Im using HC raw mobile and blocked too and I remember its really from SEA. If it says Virginia and not SEA that means the bot is not using the proxy and uses your servers IP right? Damn maybe the proxy adding code is broken 
You can do it manually in profile setting or click in reset device ID and a new one will be allocated!!
