Locked when creating new IG account 2019

I recently used a mobile phone and 4G network to create instagram accounts but are locked. Are you like that? Did I do something wrong?

Same here, new @gmail.com failed, for me it worked creating new account with phone number and @icloud.com mail. Try one of these.
