Can anyone point me to training or resources on how to grow your following on LinkedIn, what is an effect workflow?

You mean an effective workflow? For what purpose would you be growing your following? Lead generation?

I sell a mentoring program in an area of Microsoft tech. I want to automate a workflow of engagement leading to a new connections with people that 2nd & 3rd degree connections.

There are plenty of tools out there that do just that, but first I’d recommend setting up/optimizing your profile, sharing/creating content, engaging with your feed and sending out connection requests manually at a smaller scale, understand what you need and how you’ll do it. And then look for a suitable tool like:
