Yes. You can use Search and Contact tool to send messages only to new connections.
You need to tag your sources in Connector tool/Search and Connector tool Sources tab. Then go to Search and Contact tool Sources tab, use the source option “Connection tags”.Add the same tagname you have added in Connector tool/Search and Connector tool, configure your message, then start the tool.
